The European Union is an organization which operates on the basis of decisions and rules within the EU.
The provision by the EU of a visa-free regime for Ukraine not agreed with the promotion of the peaceful settlement in the Donbass in the framework of the Minsk agreements and the Normandy format.
This was stated by Deputy Minister of foreign Affairs of Ukraine on European integration Elena zerkal on the air one of the Ukrainian TV channels.
“As for the Minsk process, and all the “channel process”, it occurs with the participation of only two EU leaders – Germany and France. Indeed, there are fears that delaying a decision on suspending the visa-free regime can be associated with the events that occur in the “channel format”. However, this is not true,” said the spokesman.

As reported, on September 26, the European Parliament’s Committee on civil liberties supported the granting Ukraine visa-free regime. In turn, Petro Poroshenko repeatedly stressed that the Ukrainians will get visa-free regime until November 24.
Earlier, on 28 October, the President of the European Council Donald Tusk in a telephone conversation with President of Ukraine Petro Poroshenko noted that before granting Ukraine visa-free regime, the EU should complete the internal procedures. Note that further progress on visa-free regime for Ukraine will not be approved until a new mechanism for suspension of visa-free regimes.
