The Russian Minister again talked about consolidating the status of the occupied territories in the Constitution.
The Minister of foreign Affairs Sergey Lavrov stated about the delay in reaction to the so-called “formula Steinmeier” on the special status of Donbass.
During the OSCE meeting in Hamburg, the Russian Minister said the formula adopted last year.
“The law is there, but around the game. The recent Ukrainian colleagues began to tighten his reaction to the “formula Steinmeier”. And this formula was adopted at the summit “channel four” the second of October last year, which stipulates that the law on the special status will take effect on a temporary basis on election day in the Donbas, and on an ongoing basis in the day when the OSCE will release its final report, confirming that they meet the standards of free and fair elections,” – said Lavrov, answering the question of correspondent of TSN.

He added that last year an agreement could not “put on paper” because the President of Ukraine Petro Poroshenko allegedly began to “play” from it. Attempts to formalize “the formula Steinmeier” and still was not successful.
“But a further attempt in Minsk to put it on paper have so far failed. Now the whole point of the roadmap that do not put safety ahead of political reforms and Vice versa. And to paint the steps, here are three safety zones are created at the contact line, and the Ukrainian government shows the draft law. Just shows. Four zones are created – the bill just introduced to Parliament. Until fully secure, and will create conditions for elections and subject to Amnesty, and in the presence of the special status of Donbass and of course retaining this status in the Constitution,” he concluded.
As previously reported, foreign Minister of Germany Frank-Walter Steinmeier suggested that the law on introduction of special procedure of local self-government in Ukraine temporarily introduced together with the local elections. In his opinion, the main problem is the lack of a legitimate government in the occupied territories.
