Danyluk has announced the launch of the Ministry of Finance registry automatic compensation of the VAT
The Finance Ministry will start the registry automatic VAT refund before the first of April.
This was stated by the Minister Alexander danyluk in an interview DT.UA.
The launch of the transparent VAT registry, according to danyluk, will be an intermediate option with respect to the referral of the Ministry of Finance databases of DFS, designed to eliminate the problems with the manipulation of tax data.
“Until April 1, we launch the registry automatic VAT refund. We took this feature of reference and transparency of the registry itself. This is a very transparent marketplace, an open registry. DFS will enter the information and automatically reimburses the state Treasury. Everything is open, simple and clear. Simple algorithm will work like clockwork. The Ministry of Finance has the right to intervene in the registry,” said the Minister.

He also noted that only one transparent register of VAT is implemented in accordance with these approaches would solve 60% of problems with the manipulation of data. The Minister also stressed that in the future his Department plans to complete the job and to reassign all of the database of fiscal service.
“Transferring IT systems of the Ministry of Finance minimizes the possibility of data manipulation. This will have the desired collusion between the two departments — the Ministry and DFS. But if the legislation and it systems to allow monitoring for any changes in the data, even collusion would be impossible and very dangerous for those who it will be solved”, — he explained.
The Finance Minister says today that DFS is a “thing in itself”, which has the tools in order to independently resolve all questions. So, the officials use IT system services to manipulate financial data.
“A lot of tax services of the world are themselves developing their IT system because it helps to reduce costs and eliminate mistakes, improving the quality of services, etc. But what is IT system in our DFS? Unlimited possibilities something to someone to fix, throw a VAT, something to add or to remove. And while no one can verify. They have a vicious cycle. Even if you have doubts about what operations you’re doing a request for information, and while the answer is, they are all cleaned”, — he said.
Danyluk emphasizes that the more tools for manipulation will be addressed in the DFS, the less tax will be service opportunities for corruption.
“And as a result they will have only one function service. They will not be in the databases — they will cease to manipulate. Will not the tax police — they will be forced to think of how to administer taxes,” said the Finance Minister.
Recall, Finance Minister Alexander danyluk sees no reason to change course and is awaiting the decision of the IMF tranche for Ukraine in two to three weeks.
