“I am confident that Russia will return to PACE. But we’ll be back just after regulations will be removed from the norm, which allows to limit the powers of the national delegations,” said Colon. He also confirmed that prior to the adoption of these changes, Russia will not pay contribution to the budget of the Council of Europe
