A bill to strengthen control over the movement and stay in Ukraine of vehicles with foreign registration, which the deputies adopted in the first reading on July 13, has significant risks for the so-called “EuroBLECH”.

According to him, the law provides for “draconian sanctions” for both commercial and personal use vehicles with foreign registration.

“First, the customs authorities may exchange information with the police. Second, there was a responsibility in respect of persons who carried on the territory of Ukraine the car and delivered the car,” the lawyer said.

So, for the misuse or illegal transfer of the vehicle to third parties stipulates a fine of 2,000 non-taxable minimum (34000 UAH).

In addition, significantly increases sanctions for failure to export of cars in transit, which, as you know, import to Ukraine most cars.

“If previously the maximum fine was UAH 8,500 for more than 10 days late, according to the project for a period of more than 20 days, the penalty will be 17000 UAH, from 20 to 30 days — 85000 UAH, and for more than 30 days, imagine -170000 UAH. I believe this law to its knees,” commented Church.

The law also provides for the seizure of the car, if his time didn’t register and requires mandatory to declare the car for import for a period exceeding 30 days — this will create a separate registry.

“Personally, I support the creation of such a registry. Indeed, the consideration should be for cases where, for example, a car gets into an accident, the police will no longer long to find the person who has imported and so on,” — said the expert.

Under the bill, will also be subject to the limit on the number of cars that can be imported.

For the import of more than one vehicle by a nonresident or resident assumes special conditions for such vehicles. This is done in order to avoid this mass for one person,” explains Church.

Also, this bill provides for classes of cars that define — car commercial or non-commercial purposes. For the use of “not on purpose” also fined.

Earlier, on 13 July, the Parliament in the first reading approved the bill to reduce the tax on cars from Europe.
