The Russian government actually did not provide the inhabitants of “DNR” and “LNR” simplified procedure of stay on the territory of the Russian Federation.
Thus, people with “passports” ORDA in Russia are equated to citizens of Ukraine and every 90 days are obliged to leave the Russian Federation. It is reported by RBC with reference to sources in the Russian interior Ministry and the state Duma.

A source in the Parliament of Russia has reminded that the decree of the President of Russian Federation Vladimir Putin stated about the inhabitants of separate districts of Donetsk and Lugansk regions of Ukraine and, consequently, they should be subject to the same rules as for citizens of Ukraine.
“The decree was signed, and regulations agencies have not developed yet,” explained the official.
Deputy head of Department on migration of the interior Ministry Vladimir Ivanov confirmed that Russia considers the holders of passports of “LNR” and “DNR” “still foreigners, citizens of Ukraine”.
“They come, they are here 90 days, then the same term should go,” said he. Official inquiry about what documents is governed by the rate of passport holders “DNR” and “LNR” to Russia, the interior Ministry at the time of the release of RBC did not answer.
With reference to one of the militants “DNR” the publication reports that “in practice, during a border crossing holders of “passports of DNR and LNR” do not fill in the migration card”.
Recall, the press Secretary of the Russian President Dmitry Peskov said that the legalization of Vladimir Putin “passports” ORDO does not violate international law.
On 18 February, the second day of the Munich security conference where world leaders urged Russia to fulfill the Minsk agreements and de-escalation of the conflict in the Donbass, the press service of the Kremlin reported about the signing by Vladimir Putin of the decree about recognition of the so-called “passports” ARDLA.
President Petro Poroshenko said in response that while recognizing the “passport”, “DNR” and “LNR”, Russia’s President Vladimir Putin once again confirmed that the occupation of Donbass under the control of the militants-separatists, and the Kremlin directly.
The legalization of so-called “passports” terrorist “LNR” and “DNR” was condemned by the international community, in particular, spoke negatively at the U.S. Embassy in Ukraine and the OSCE, calling such actions a violation of the Minsk agreements and the demolition of peace efforts in Ukraine.
