In the chamber, the EU has called the “fragile results” of reforms in Ukraine

Experts assessed whether the aid provided to Ukraine by the European Commission and the European external action service, effective.

The support of the European Union to Ukraine had a limited impact and the achieved results of the reforms remain “fragile”.

This is stated in the report of the European court of auditors (ECA), reports Ukrainian Pravda.

Experts assessed whether the aid provided to Ukraine by the European Commission and the European external action service, effective. They considered the period from 2007 to 2015 in the areas of public financial management and fight corruption, as well as gas sector.

According to the document, cooperation between Ukraine and the EU moved in the period of the Maidan in 2014, but the problems faced by Ukraine, as before, significantly influence the reform process, and the risks associated with old and new oligarchs, remain high.

“Despite efforts to reform, Ukraine is still perceived as the most corrupt country in Europe… Oligarchic clans continue to have a dominant impact on the economy, politics and the media”, – stated in the report.

The auditors added that the results of measures to combat corruption remains to be seen.

The report also says that the EU responded quickly to the crisis in Ukraine in 2014 has allocated 11.2 billion euros of aid for seven years, but this was an emergency decision and the money was allocated without prior coordination strategies for their use.

“During our audit, there was a strong political commitment to governance reform. But changes in the control system jeopardized the reforms and low salaries contributed to corruption. Further steps are needed to achieve the goals”, – stressed the member of the European court of auditors Shabaz Fazakas.

Kiev is recommended that a greater emphasis on public Finance management in the process of dialogue with Ukraine, to improve the design of conditions and disbursement of financial aid, to strengthen control over the use of aid, to put more emphasis on effective implementation and stability of reforms, to take measures to increase the efficiency of EU assistance in the gas sector.

Earlier media reported that the European Union will send to Ukraine financial assistance in the amount of about 120 million euros, of which 15 million will go to the fight against corruption, and 104 – on civil service reform.
