Ukrainians will be able to termomodernizacja at home for half the price, and then pay two times less for communal

The bill on the energy efficiency Fund is pending in Parliament.

In April 2017 in Ukraine must earn state program, through which Ukrainians will be able to obtain compensation from the state 20-50% of the cost of thermal modernization of houses and apartments.

This, in particular, is stipulated by the laws, among which are “the energy efficiency Fund”, which the government submitted for consideration to the Verkhovna Rada, and awaits their acceptance until the end of 2016, wrote in a blog on LB.ua Vice Prime Minister – Minister of regional development, construction and housing and communal services Gennady Zubko.

“The introduction of the full package of legislation on energy efficiency in four years projected will reduce gas consumption in the residential sector by 1.0 billion cubic meters and will significantly reduce the payments for public utility services. We will buy 1.0 billion cubic meter less of imported gas, for which we pay currency. Calculations indicate that in Ukraine to the full implementation of energy efficiency measures you need to spend about $ 50 billion. From the state budget to realistically allocate only a small portion of these funds. However, if the state will provide an effective tool, the money is ready to give international investors and banks, as the modernization will revive the construction market of goods and services, creates thousands of jobs,” said Zubko.

Deputy Prime Minister says that the measures on thermal modernization will help the Ukrainians to reduce the costs for heat and gas 60%.

THREE PACKAGES OF ENERGY EFFICIENCY MEASURES

Officials have developed three packages of measures on thermal modernization depending on the type of buildings and activities: “Easy”, “Complex”, “Private”. Under these programs, banks will to lend, and the government, respectively, will compensate for up to 20-50% of the cost of these activities.

Package “Light“

Program for apartment buildings. Per 100 apartments the total amount of the project may reach 400 thousand UAH. The package provides for the allocation of government 20-30% of compensation for the installation of heat meter, individual heat point (weather control of heat supply with additional equipment: pumps, valves, etc.), insulation of pipelines, balancing of heating and hot water repair or installation of new Windows and doors, replacement of the heat exchanger hot water system with the installation of automatic regulator.

The estimated cost of measures to reduce energy consumption is 60 to 150 UAH per square meter of the apartment. The term of certification up to two months and the payback period is 1,5-2 years.

Thanks to the measures under the package of “Easy” payments for heating and hot water will decrease by 20%.

Package “Integrated”

Complex thermal modernization of apartment buildings. A project of 100 apartments – UAH 5 million. State compensation can be 40-50%. The duration of works up to five months, the payback period is 5-7 years. The estimated cost of measures to reduce energy consumption is from 800 to 1.5 thousand UAH per square meter of the apartment. Savings on payments for hot water and heating – up to 60%.

The main event of this package include the package “Light”, as well as the modernization of the walls, replacement of Windows and, if necessary, the installation of ventilation systems, thermal insulation of the roof and ceiling of the first floor.

Additionally can be upgraded heating system indoor counters or distributors; replaced radiators, installed on their regulators.

Package “Private”

Provides for a comprehensive renovation of private buildings. Compensation is 40-50%. The duration of work 3 to 5 months. The payback period is 5-7 years. The decrease in payments for gas could reach 60%.

Main event – insulation of walls and roofs, replacement of Windows and, if necessary, the installation of ventilation systems. Provides for the installation of thermostats or automatic system for climate control of heat supply.

Additional events will be charged a replacement heating systems and boilers, including gas alternative.

HOW CAN I JOIN?

To qualify for assistance from the energy efficiency Fund will be simple, says Gennady Zubko. The landlord or representative of the condominium will need to choose one of the packages of energy efficiency, to contribute to the Fund through financial institutions certificate of energy audit and collect documents to the Bank for the loan. After receiving the loan, to choose the contractor of works on modernization of the house. The contractor will be interested to efficiently perform their work, because before paying funds Foundation specialists will inspect the contractor’s work.

We will remind, at present, Ukrainians can use the program “warm-credits” – partial compensation of loans for energy saving measures and energy efficiency.
