The decision on the Association Agreement EU-Ukraine may be taken before the elections in the Netherlands.

The Netherlands should make the decision to ratify or not the Agreement on Association between Ukraine and the European Union on 15 March that the planned parliamentary elections in the country.

This was announced by Professor Maastricht University Director of the Montesquieu Institute in the Netherlands, Aalt Willem Hering, which specializiruetsya on constitutional law and parliamentary Affairs, UNIAN reports.

It is noted that now the predictions of ratification positive.

“I expect that the bill will be sent to Parliament, the so-called second chamber, in early January 2017. The vote in the second chamber will “for” in the case of voting two coalition parties (liberals and socialists) and the Green and D’66 (these parties are not part of the coalition – Ed.)”, said Hering.

According to the Professor, after the vote in the second chamber the bill is sent to the first chamber (Senate), which, indeed, can reject or veto it.

“Here at the coalition parties along with the Green and D’66 is not the majority. However, there are predictions and expectations that most of the Christian Democrats in the Senate unlike their colleagues in the second chamber, will also speak in support. However, such a vote is not a rule and be an exception in the case that the Christian Democrats will support the Cabinet”, – he explained.

He also noted that the decision regarding the Association Agreement EU-Ukraine may be taken before the elections in the Netherlands.

“The Cabinet and its coalition partners will do everything to complete this process before the election. The main reason is that the composition of the second chamber after the election would change, while the Senate will remain unchanged. Also after the elections, a Cabinet that must go also, not to start or continue a fairly contentious or controversial projects, because we can expect that this bill can be seen as a controversial project. Thus, the Prime Minister will do everything possible to complete the work on the project until mid-March. If in this country will not be a big crisis if the State Council does not give a negative response, which I do not expect, if the Senate will not block, or if nothing happens in Ukraine and relations between Russia, Ukraine and the EU, I expect that the bill will be passed,” he explained.

Earlier, in the Netherlands threatened to refuse to ratify the Association Agreement between Ukraine and the EU and put its own terms: the EU had to say that this document does not imply additional obligations or security of a financial nature. The Netherlands also need to recognize that the agreement will provide the Ukrainians the right to freely live and work in the EU and not be the first step toward Ukraine’s membership in the EU.

After that, the EU leaders agreed to the demands of the Netherlands on the Association Agreement with Ukraine.
