Bilous: New law on privatization will allow to sell the objects by tens of thousands

The head of the Fund said that the bill proposes to abandon the separation of objects of privatization of groups. Instead, it is proposed to divide the assets on the strategic and the rest.

“First, it’s about 50 companies to sell only with a counselor, and he will recommend the starting price for the auction. Other objects of privatization to sell on an electronic platform, Prozora. Sale, where potential participants apply with proposals, a basis for the starting price, then the auction happens. The winner is the one who offer the highest amount for the object of privatization”, – said the head of the state property Fund.

Thus, from the process of privatization is excluded, the Institute of appraisers. According to Igor Bilous, they easily exert pressure, which often makes inadequate assessment of market realities.

“The bill will allow the market to independently assess state-owned enterprises. Due to this, the state will be able to quickly get rid of tens of thousands of objects and earn”, – said Igor Bilous.

The authors of the bill believe that this approach already by 2020-2022, the state property Fund will complete large-scale privatization and transformirovalsya in a different structure which will be engaged in leasing of state property.

The Fund does not expect that such innovations will take easily. “I say this: the massacre will be big. They will say that the advisers will sell, what is the Bilous – chief Advisor, and in the electronic system there are some gaps”, – predicts the head of the SPF.

“But if the comrades in Parliament will say that this bill is wrong, then, perhaps, our Parliament is not the same. It is time to understand that now technology is very fast changing the world, and if we don’t sell the majority of state assets in the near future, in 5-10 years it will be, or museums, or ruins”, – said Igor Bilous.
