The new rules approved, because for more than a month, activists and representatives of volunteer battalions block Railways and roads with the occupied Donbass. Ukraine is experiencing a shortage of anthracite coal, without which it may begin rolling blackouts.

The order of movement of goods prepared by the SBU and the Cabinet. However, the full list of goods that can be transported, not yet approved. Took only mechanisms transporting, inspection and control, writes UNIAN.

The decision, in particular, provides a definition of the legal regime of movement of goods, including humanitarian aid, and prohibits the movement of any goods other than foodstuffs, medicines as humanitarian aid and goods needed for the functioning of the enterprises of metallurgy, mining, and energy industries.

“The order of moves rather than trade, and relates to the enterprises which work in Ukraine”, – said the Minister of the occupied territories Vadim Chernysh.

“We’re talking about a critically important set of goods which is necessary in order to ensure the production of heat and light for the citizens as well as to our metallurgists worked on the economy,” said Prime Minister Vladimir Groisman.

The head of government stressed that he is ready to contribute fully to the organization’s extensive control over the movement of goods.

The decision provides for the establishment of checkpoints, which will track the movement of goods.

“A month later, it is possible to analyze the decision”, – said Groisman.

The need for government decision-making was due to organized in the Donbass coal blockade. Its purpose was originally to stop the contraband that is smuggled across the line of demarcation. However, over time, the blockade led to a complete interruption of the supply of coal produced in the uncontrolled territory, but for businesses that are registered in Ukraine and pay the tax revenues to the Ukrainian budget, and the enterprises of metallurgy, energy and coal mining industry.

According to estimates of enterprises “Ukrmetallurgprom”, the direct losses from the coal blockade will be for the year about $ 3.5 billion. The embargo also forced to buy coal for the currency in foreign markets. The most obvious is the Russian market. However, the purchase of Russian coal is impossible for political reasons, because Russia is waging war against Ukraine, and economic. According to a number of Ukrainian metallurgical enterprises of the Russian coke has risen by 37%, which makes the production of Ukrainian iron in such imported coal uneconomic.

Earlier the Minister of internal Affairs Arsen Avakov assured that the crackdown blocking trade in the Donbass will not.
