Poroshenko wrote with the EU a sharp letter in which he questioned the professionalism of the members of the national Commission

Ukraine is delaying the establishment of an independent energy regulator, which would have made transparent the work of the National Commission, carrying out state regulation in spheres of power and utilities (NKREKU).

This is stated in the letter to the Vice-President of the European Commission maroš Šefčovič to the President of Ukraine Petro Poroshenko, writes “Economic truth”.

Sefcovic expressed his dissatisfaction with Poroshenko and Prime Minister Vladimir Groisman with the delay on the adoption of the law which would have enabled the creation of a transparent energy regulator. It was the beginning of work of this structure in Ukraine is one of the requirements of the European Union for allocation to Kiev the next tranche of 600 million euros.

“Because of this, it is important that the implementation of this significant law began without further delay”, – is spoken in the letter.

The European Commission reminded of the formula “Rotterdam plus” (on the formation of coal prices) and questioned the professionalism of the members of the national Commission.

“The controversy surrounding the recent decisions of the energy regulator in relation to methodologies for setting prices for coal and calculation of fees for connection to the mains testify to the fact which is of great importance not only independence, but also the professionalism and trust to the energy regulator for attracting such vital investment in the economy of Ukraine”, – said in a letter to Šefčovič.

In addition, the letter also States that the national Commission disregards the expertise offered by the European Union.

“Analysis referred to the recent decisions of the regulator by the EU experts have shown that, unfortunately, the methodology used does not fully comply with best European practice”, – said Sefcovic.

He asks Poroshenko to implement the law on the national Commission and appoint two members of the competition Committee.

“I am sure that the Cabinet of Ministers of Ukraine and the Verkhovna Rada of Ukraine to imitate Your example, by submitting their candidacy,” added in the letter.

We will remind that in February of 2017 the people’s Deputy Lev Pidlisetsky in connection with the controversial decision of the national Commission on the formula, “Rotterdam plus” and a new methodology of interconnection networks, announced the suspension of the preparation for the second reading of the bill on the electricity market until the rotation of members of the national Commission.

Meanwhile, the court left in place a formula “Rotterdam plus”, according to which Ukrainians overpaid by 15 billion hryvnia for the light.
