Leaders ORDO brake repair work, refusing to provide security guarantees — JCCC
Guide IDLO creates preconditions for deterioration of the humanitarian situation in the Donetsk and Lugansk regions.
This is with reference to the statement of the JCCC reported at the headquarters of the ATO.
“According to the Ukrainian side of the JCCC in the period from March 17 to 24 at the Joint center for control and coordination of ceasefire and stabilization of the demarcation line of the parties received 40 applications for the repair works of the damaged infrastructure. Applications received from heads of the enterprises of the DTEK “Donetskoblenergo”, utility enterprise “Company “Water of Donbass”, PJSC “Ukrzaliznytsia” branch “Donetsk Railway” and the Trading house “Oil”, located on the territory controlled by the Government of Ukraine and separate regions of Donetsk and Lugansk regions”, — stated in the message.
In the SCCC noted that with the APU, as well as civil-military administrations adopted measures for carrying out the repair work, which is to provide security guarantees and the establishment of the “regime of silence” in areas where repair crews work on the territory controlled by the Ukrainian government and IDLO.
Thus, the Ukrainian side agreed on 19 of the 40 requests to carry out works including on the territory controlled by the Government of Ukraine – 6, adjacent – 1, on-site ORDO – 5. However, such work may not be conducted in the last week due to the failure on the part IDLO in providing similar security guarantees.
“The Russian side SCCC provided written notice of the security guarantees from the management ORDO only 15 of the 40 applications in this repair work are assumed to be carried out on the territory of the astronomical clock. All of this points to the fact that the Russian side of the JCCC did not pay enough attention to ensure the emergency repair work to restore electricity and water supply of cities throughout the Donetsk and Luhansk regions. These actions of the user ORDO once again violates international law openly neglects the interests of the citizens, the provisions of the Minsk agreements and deliberately creates conditions for deterioration of the humanitarian situation in the cities,” — said in a statement.
We will remind, the European Commission continued its active support of the Special monitoring mission of OSCE in Ukraine. According to the EU delegation in Kiev, Brussels allocated 3 million euros for satellite visual exploration of international observers.
