How to force Russia to the world. The main points of negotiations of Poroshenko with Tillerson
During today’s meeting in Kiev Ukrainian President Petro Poroshenko and U.S. Secretary of state Rex Tillerson discussed the situation in the Donbas and sought ways to force Russia to stop the war.
“In today’s visit we see a strong signal of support to the Ukrainian state, our common fight for democratic values, for freedom and democracy,” said Poroshenko, quoted by his press service.

Poroshenko expressed confidence that at the first meeting, trump and Putin discussed the situation in the Donbas and what to do about Russian behavior because of non-observance by Russia of the Minsk agreements and implementation of clear and direct steps to de-occupation of Ukraine and bring peace to the Ukrainian land.
“Once again, Kiev has not waged this war, no Ukrainian troops on Russian territory, this war was not planned, not started. It was conceived and started in Moscow. And this is why Moscow holds the keys to a peaceful settlement, “- said Poroshenko.
Ukraine is set on the peaceful settlement of the war in the Donbass.
“We want peace in Ukraine. We strictly adhere to our commitments under the Minsk process, counting on the help of our partners from the United States in the Normandy format, and look forward to a sober understanding of the situation in Russia. This is one of the key results of our meeting today is that we have agreed on interoperability, algorithm joint work with the aim of further promotion of the Minsk process, “- said the President of Ukraine.
From the Russian side is waiting for the ceasefire and cessation of support for the militants.
“We believe that Russia should demonstrate its goodwill towards a peaceful settlement in the Donbas. And stop the killing, stop the war, stop the hybrid attack, not only in the East of our state, not only in Crimea, but will also improve the situation with cybercrime, stop the propaganda, trade, energy and other types of wars, which are an integral part of the Russian hybrid war”, – said Poroshenko.
Meanwhile, Russia is in no hurry to implement the Minsk agreements. There are also constraints on the part of Russia regarding the work of the special monitoring mission of OSCE on Donbass.
Poroshenko stressed that if Moscow does not want to once again miss the chance, it should make the logic, which is shared by all other participants of the Normandy format. The first stable, reliable cease-fire. Second , the withdrawal of all Russian occupation troops from the Ukrainian territory. Third – the cessation of intimidation of international observers, and count on the fact that the SMM of the OSCE will be frightened and will leave Ukrainian territory. He expressed confidence that it is extremely dangerous plans and they can not afford. Fourth – to provide reliable control of the international forces on the uncontrolled section of the Ukrainian-Russian border and the line of contact in order to ensure a sustainable cease-fire and peace, to stop the infiltration of weapons. And fifth – the release of all hostagesand illegally held both in the occupied territories and in Russian prisons.
“I am sure that only these minimal requirements are met the security issue could intensify the peace process, which, unfortunately, lacks only the political will of Moscow”, – said Poroshenko.
Tillerson assured that the United States supports the restoration of Ukrainian sovereignty and territorial integrity.
“We strive to ensure the safety of all Ukrainian citizens irrespective of their nationality or religion. While the parties will be given goals, I am confident that we can achieve progress,” said U.S. Secretary of state.
Tillerson in repeated negotiations with the leadership of the Russian Federation said that for the Kremlin it is important to take the first steps to de-escalate the situation in the Donbass.
“Respect the ceasefire, withdraw heavy weapons and to allow the OSCE observers to carry out their responsibilities. We are disappointed with the lack of progress in the Minsk agreement, that is why we appointed a special representativeto make an extra accent. We will coordinate closely in the Normandy format, coordinating with you and with the Russian leadership in order to achieve progress as soon as possible,” – said Tillerson.
U.S. Secretary of state calls on Moscow to implement the Minsk agreements and influence the militants to stop the attacks.
“We urge you to give observers full access to all areas to fulfil their mission not only on the frontline but also in the entire Ukrainian-Russian border. US sanctions and the EU against Russia will remain in force until Moscow will not back up their actions that provoked these sanctions,” said Tillerson.
If Moscow wants to once again miss the chance, it should accept the logic followed by other participants of the Normandy format. Only the implementation of the minimum requirements for the issue of security to advance the peace process, which lacks only the political will of Moscow.
