In the Lviv region exposed the scheme of theft of gas by 1.4 billion UAH for the enterprises of people’s deputies

In Lviv was detained by officials of the municipal enterprises on suspicion of large scale theft of gas.

This was reported in the press service of the National anti-corruption Bureau.

“16 January 2018 detectives NABOO under the procedural guidance of prosecutors Specialized anti-corruption prosecutors arrested in Lviv four officials, OOO “Energy-New Section”, LLC “Energiya-Novoyavorivsk” LLC “Energy” on suspicion of appropriation of more than 300 million cubic meters of natural gas “Naftogaz of Ukraine” in the amount of over UAH 1.4 billion. On the same day they reported about suspicion in Commission of crime, qualified according to part 5 article 191, part 3 of article 28, part 2 of article 366, part 3 of article 209 of the Criminal code of Ukraine”, – stated in the message.

According to the investigation, businesses-owners and Novoyavorovskoe Novorjazanskoe heat and power plant (Lviv region) for 2013-2015 signed a number of agreements on the purchase of the NJSC “Naftogaz of Ukraine” natural gas to produce thermal energy for the population, which “Naftogaz” had at prices significantly below market.

However, the owners Novoyavorovskoe and Novorjazanskoe CHP used gas in its own business for the production of electricity, which later was sold to GP “energy” at market rates.

“As a result of these steps, the profitability of electricity production of these CHP plants exceeded 60% (vs 3-5% incorporated in the tariff by the National Commission carrying out regulation in the sphere of energy and utilities (NTRAK). CHP received the profits, comparable to the size of the damage caused by the NJSC “Naftogaz of Ukraine” as a result of this “scheme”, – added in the NABOO.

Now the issue of electing a suspect detained during searches at office and residential premises, of a measure of restraint.

We will note, owners of “Energy-New Section” is “APT “Lviv” (90,05%) and urban SCE”, Resultimplementing” (9,95%). “Energiya-Novoyavorivsk” belongs to “AMS “Lviv” (92,36%), MKP “Novoyavorovskoe” (3,15%), Novoyavorovskoe KP “City electric networks” (4,49%). The beneficial owners of all businesses are people’s deputies from BPP brothers Bogdan and Yaroslav Dubnevichi.

We will remind, investigation detectives Bureau began in December 2016, according to the materials of NTRAK and the media. In August 2017 NABU has received permission for withdrawal of original documentsthat are in the possession of NTRAK, and can be a direct evidence regarding manipulation of the amount of subsidised gas to Novoyavorovskoe CHP.
