A new mechanism for the monetization of subsidies actually blocked the calculations throughout Ukraine
In Ukraine at the initial stage failed the first phase of the monetization of subsidies, when the enterprises-service providers were to receive real funds from the state. However, this did not happen. The reason – the conflicting decision of the Ministry of Finance.
A new mechanism for payment of subsidies introduced by the Ministry of Finance on 4 January this year, actually blocked the calculations throughout Ukraine. The industry, condominiums/HBC should not become hostages of the situation – this is the principled position of the Ministry of regional development, the press service of the Ministry reported following the meeting with representatives of the relevant ministries and services under the chairmanship of Vice Prime Minister – Minister of regional development, construction and housing and communal services Gennady Zubko.
From the Ministry of Finance require immediate changes to your order to unlock from the state Treasury. The Ministry of regional development noted that the changes imposed by the Ministry of Finance, “did not coordinate, but rather submitted their proposals to prevent such a collapse.”

Recall from 1 January in Ukraine officially started the monetization of subsidies. However, so far only at the level of enterprises-providers of services – they must get real money from the state. The corresponding decision of the Cabinet of Ministers adopted on 8 November 2017.
“Monetization of subsidies involves a number of innovations in the payments for subsidy: the calculation directly from the Treasury without any protocols; precise timing of the calculations for subsidies (up to 24); independent selection of executors of services supplier of energy and the calculation of “live” funds from grants; transparent calculation of subsidies for the actual consumption of services,” promised the Ministry of Finance.
The next step – preparing the system for implementation of the monetization of subsidies at the household level (the creation of necessary infrastructure, the creation of a unified registry and database of subsidianes and their verification, etc). And then the actual monetization of subsidies at the household level. Launch date of this system for citizens is not yet known.
We will remind, in the autumn of 2017 economical Ukrainians who heat their housing with gas and using electricity has spent partial monetization of subsidies.
