The Verkhovna Rada of Ukraine adopted in the first reading the presidential draft law on national security of Ukraine.

For this decision voted 265 of 361 deputies, UNIAN reports.

The bill was presented by the Secretary of the national security Council and defense of Ukraine Oleksandr Turchynov. According to him, the document should become the key instrument of reforms in the sphere of national security.

“Such reforms that will strengthen the security sector and defense of Ukraine, must ensure the preservation of Ukrainian statehood in the conditions of modern threats, and especially the aggression of the Russian Federation”, – he stressed, adding that the draft law was elaborated in close cooperation with experts from NATO, EU and the USA.

”Its adoption should be a significant step towards implementation of the standards of the North Atlantic Alliance in Ukraine”, – added the NSDC Secretary.

”With its adoption introduces the regulation of the security sector and defence in accordance with the norms and standards of the European Union and NATO and their use of best practices,” – said Turchinov. In particular, according to him, it is about the management and leadership of the Armed forces of Ukraine.

The bill, in particular, specifies that the management in the areas of national security and defense, according to the Constitution of Ukraine, by the President. The Ministry of defence of Ukraine is principal organ in system of the Central Executive authorities that ensures forming and implements the state policy on national security in the military sphere, the spheres of defense and military construction in peacetime and special period. Within the powers granted under the Constitution, the security sector and defense is subject to democratic civilian control. The system of civil control is composed of control on the part of the President, Parliament, government, national security Council and defense, the Executive authorities and bodies of local self-government, judicial and public control.

Earlier, the Alliance said that over the past four years Ukraine has been able to get closer to NATO standards.
