Special envoy of the US state Department on Ukraine Kurt Volker has called the situation in the East of Ukraine, “the conflict between the state and the government.”
About it writes “Radio Freedom”.
“In the case of Ukraine, what we see is not an ethnic conflict, this is not a local conflict, this is not civil war, it is not a conflict between Russians and Ukrainians. It is a conflict between the state and the state,” said Walker.

“This conflict in which Russia puts its forces on the territory of Ukraine.
