The Verkhovna Rada in the first reading adopted the draft law “On amendments to some legislative acts of Ukraine on prevention of deaths on the roads”. “For” vote of 240 deputies.
The bill, in particular, provides for increased criminal liability for crimes in violation of the rules of traffic safety or transport operation by persons which operate vehicles in a state of alcoholic intoxication or in a state caused by use of narcotic or other intoxication. It is proposed that for the acts stipulated by parts one – three of article 286 (crimes that led to deaths on the roads), committed by a person who was in a state of alcoholic intoxication or the state caused by the consumption of narcotic or other intoxication punished by deprivation of liberty for a term of eight to ten years with deprivation of the right to drive vehicles for a period of 10 years.

Also, the bill stipulates that the person deprived of the right to drive a vehicle, not having right to drive a vehicle governed by them, will be punished with imprisonment for a term of five years with deprivation of the right to drive vehicles for life.
Now the death rate on the roads in Ukraine is 106 people per 1 million people — almost two times ahead of the average of the EU countries and all EU countries. In countries such as Sweden and the UK, road deaths three times lower than in Ukraine.
In Ukraine, the daily in road accidents killed 10 or more people and over 100 people receive injuries of different degrees. 37% of the total number of accidents account for accidents involving drivers who are driving in an alcohol intoxication.
According to the Prosecutor General’s office, annual increase in the number of fatal accidents, where the guilty are drunk drivers: 2014 – 10196 of the crimes provided by article 286 of the Criminal code, of which fatal cases – 2096; 2015 10905 and 2104, respectively, the first half of 2016 23165 and 3087.
