Road map of Minsk and the extension of the OSCE mission: as agreed “channel four”

The talks in Berlin was not a breakthrough, but there has been progress.

On the night of 20 October in Berlin ended meeting of the leaders of the participating countries “channel four”. For nearly five hours policy agreed on the following:

CREATE A ROAD MAP OF IMPLEMENTATION OF THE MINSK AGREEMENTS

“Norman four” agreed to establish a road map of implementation of the Minsk agreements – this document must contain the steps to be performed all items of the Minsk-1 and Minsk-2.

Above road map will work the foreign Ministers of the countries “Norman Quartet” – the draft document should be ready before the end of November. While Angela Merkel said that Berlin produced a version of the roadmap with a large number of inconsistencies.

THE EXTENSION OF THE OSCE MISSION IN DONBASS

“Norman four” agreed on the extension of the OSCE mission in Donbas and the grant observers access to the entire occupied territory of the region, including uncontrolled by the Ukrainian government section of the border with Russia.

The President of Ukraine Petro Poroshenko said that now an attempt will be made to enter the armed police, the OSCE mission in Donbass, which will provide security during local elections in Donbas and in the transition period. Poroshenko assures that the Russian side also supported the idea of police mission of the OSCE.

Russian President Vladimir Putin, speaking about the OSCE mission in Donbass, says nothing about weapons, but only its extension. “Confirmed that we are ready to extend the OSCE mission in the zone of removal and storage of heavy equipment”, — Putin said during a briefing in Berlin.

German Chancellor Angela Merkel said that the armed OSCE mission can be, but now is not the vital issue.

“We talked about the fact that the OSCE observers had access to all regions up to the border, the Russian President pointed out this, and in some cases this access was difficult. In addition, as already mentioned, when preparing for the election process, if there is a law on elections, we can talk about the mission of the OSCE, including armed units. But now it’s not a pressing issue ” – quoted Merkel RIA Novosti.

FOUR MORE LAND FOR CULTIVATION OF THE PARTIES TO THE CONFLICT

The participants of the talks in Minsk agreed on the breeding of the parties to the conflict in the Donbas even at four sites. Previously, it was agreed to the withdrawal of forces and resources in three areas – Petrovsky, Gold and Stanitsa Luganskaya. On the first two dilutions of the parties has already taken place.

Russian President Putin noted that four new land for cultivation forces will be discussed. The President of Ukraine Petro Poroshenko said that the Ukrainian side will insist that one of these sites was debaltseve. According to Poroshenko, this town must be demilitarized, as it is written in Minsk agreements.

ELECTIONS IN THE OCCUPIED PART OF DONBASS

All the participants of the talks in Berlin, including Poroshenko, talking about the inevitability of local elections in the occupied territory of Donbass. But the Ukrainian side is insisting that the elections should be held after the implementation of the security components of the Minsk agreements, the withdrawal of Russian troops from the Donbass, the access of the OSCE mission to all the occupied territories and the return of control over the border with Russia.

“Was separately discussed the issues of preparation of elections, and agreed to continue at the level of working groups developing the concept of future elections and the implementation of “formula Steinmeier”. Ukraine’s position is that all foreign forces should be withdrawn from the occupied territories to conduct elections,” – said Poroshenko.

“Formula Steinmeier” envisages simultaneous acceptance by the Verkhovna Rada in the second reading amendments to the Constitution, which temporarily Donbass will receive special status, and the local elections there.

The date of the elections in the Donbass, according to Poroshenko, now it is not.

“Now about the election date. Now we are talking about what will the “road map” and under the “road map” and implementation of the security package we will be talking about what can be elections,” – said the head Ukrainian state.
