The President of Ukraine Petro Poroshenko had to raise the voice of Russian President Vladimir Putin when he tried to kill him during the negotiations “channel four” in Berlin.

During one of the discussions Poroshenko told Putin: “you Know, for anybody not a secret, how much your weapons and troops in the occupied territories of Donbass. Why are we here? So you stopped firing…”.
At this point, the Russian President tried to kill Poroshenko’s remark on the need to implement the political part of Minsk. Then the Ukrainian President raised his voice: “No, you just stop shooting!”.

The news Agency saying that the main discussion during the talks were around the theme of safety, and from the beginning it deadlocked. Putin rejected all that was offered to the Ukrainian party, and Ukraine – all that was offered by Russia.
Suggestions related mainly to the road map – the Ukrainian idea, which aims, on the one hand, to clearly define the deadlines for each item of the Minsk agreements, on the other – to bind to the Minsk guarantee compliance with these paragraphs Russia.
The Ukrainian delegation brought one argument after another, showed evidence of continuing escalation, convinced that it is impossible in Ukraine to move on the political track of Minsk without a real comprehensive cease-fire with the liberation of the hostages and breeding of the parties.

Putin pretended that does not understand this and continued to insist on elections, special status, Amnesty – without any guarantees from Moscow on ceasefire, withdrawal of troops and the transfer of border control of Ukraine
At some point, Merkel tried to return Putin in a constructive way and to get to speak specifically to the points. “Let’s agree that it is necessary to stop the fire,” she said.

Putin replied that it was “Ukrainian idea”, and that means Moscow will contribute to the security unit, but nothing to promise and guarantee supposedly can’t.
When discussing the humanitarian situation in the occupied territories, the Ukrainian side stated the need for full access of the red cross wherever it is required. Putin has made it clear that without the consent of the Russian Federation no international humanitarian organizations in the Donbass will not fall. On this Merkel reportedly said to Putin: “Vladimir, we have Aleppo. And here you want to repeat?”.

After a short break, the parties agreed that the dialogue will continue at the Ministerial level who will try to make all the arrangements and implement it in the final roadmap. However, the Ukrainian interlocutors do not believe that it will give the result.
“If the leaders do not agree – to say nothing of the Ministers,” says one diplomat. This year, according to the Ukrainian diplomatic corps, are unlikely to see any progress.
One of the members of the Ukrainian delegation, who sat at the negotiation table, described the need of the meeting: “We looked the enemy in the eye. That was the main goal. And the Germans and the French showed themselves to be partners of Ukraine. Merkel showed very well. And though the meeting did not give a real breakthrough – it is, in principle, not expected – we returned Putin to the Normandy format”.

Russia will not give up Debaltsevo under the control of Ukraine. This was stated by Putin’s spokesman, Dmitry Peskov, half a day after the meeting of the Normandy Quartet in Berlin.
