The EU negotiates with Russia about increase in gas supplies through pipelines outside Ukraine.
Today, 15 November, the Verkhovna Rada adopted an appeal to parliaments and Executive authorities of the member States of the European Union, where he criticized the actions of the European Commission, which negotiates with Russia on supply of gas to Europe bypassing Ukraine. In particular, the Commission has already allowed Gazprom to increase deliveries through the OPAL pipeline which runs through Germany and is part of the “Nord stream”.

In the explanatory note to the statement says that Ukraine fulfills to the EU commitments are not having difficulty with the transit of natural gas, despite the military aggression from Russia, as well as the reform of the Unified gas transportation system of Ukraine.
“With this construction of the transit gas pipeline “Nord stream-2” and “Turkish stream” threatens the continued use of Ukraine’s gas transportation system for gas supplies to Europe and the existence of a route Yamal–Europe through Poland, which is economically unjustified investment, and is based solely on political motives, the main purpose of which is to promote the geopolitical goals of the Russian Federation the weakening of Ukraine and destabilize the entire region,” – said in a note.
The Verkhovna Rada of Ukraine “confirms its readiness to continue the reform of the energy sector and carry out coordinated action to achieve greater coherence of energy policies between Ukraine and member States of the European Union. Expresses deep concern in connection with intentions on construction of transit gas pipelines to bypass Ukraine and considers that the implementation of projects for the construction of transit pipelines bypassing Ukraine, as well as providing additional opportunities OAO “Gazprom” to increase volumes of gas supplies via existing pipelines:
– contrary to the strategy of energy security of the EU, which is to diversify sources and routes of energy supply;
– threatens the energy security of the countries of Central and Eastern Europe that depend on gas supplies from a single source;
– deprives the European Union of real competition and hinder the creation of an effective energy Union in Europe;
– threatens the continued use of Ukraine’s gas transportation system for gas supplies to Europe and the existence of a route Yamal–Europe through Poland;
– aimed at destroying the possibility of creating a liquid and interconnected gas market in the Energy community and the Union gas markets of Central, Eastern and southern Europe to the market of the Energy Community;
– does not meet the purpose and principles of the Energy Community, the requirements of the Third energy package in terms of division of responsibilities for transportation and delivery of natural gas, and providing the ability to grant access to third parties;
is economically unjustified investment at the expense of European consumers.”

Ukrainian parliamentarians called on the European Parliament, the European Commission, national parliaments and member States of the EU:
– to support Ukraine in implementing energy reforms, integration of energy markets of Ukraine to the market of the European energy community;
– to join the joint modernization and exploitation of Ukraine’s gas transportation system;
– adhere to the principle of solidarity and to prevent the implementation of politically motivated projects to build pipelines bypassing Ukraine, which is contrary to the Energy strategy of the EU on the diversification of sources of supply, but also threatens the energy security of the EU and Ukraine.
