We have collected the main innovations, which take effect from 1 January 2017.
New year’s eve, January 1, 2017, shall come into force many new laws that will change the lives of Ukrainians. We gathered in one material all the major innovations that start to operate from today.
New salary
With the New year comes into force the bill No. 5130 “On amendments to some legislative acts of Ukraine”, according to which the minimum wage will increase to 3 200 hryvnia.
Within just 2017, the minimum wage will not be changed depending on the revision of the subsistence minimum.

Excise taxes on alcohol, cigarettes and fuel
The budget for 2017, it is proposed to increase excise taxes on cigarettes and alcohol. Of cigarettes specific rate was 40% and the ad valorem rate was left unchanged. On alcohol and alcoholic beverages tax increased by 20%, fortified and sparkling wine – 12%.
So, according to the calculations, a pack of cigarettes will rise by an average of 3.5 UAH. Vodka will rise in price by 20%, and beer and wine – by 10-15%, experts say.
Important tax innovation is the abolition of the so-called retail excise tax on oil products. Now the rate on retail sales will be embedded in the General fuel taxes. Accordingly, from 1 January 2017 gasoline is introduced, the rate of 213,5 € /1 thousand liters of liquefied petroleum gas 52 Euro/1 thousand litres, which is about 1.5 times more than now.
Premium TV channels
1 January 2017 shall enter into force the law “On amendments to the Law of Ukraine “On television and radio broadcasting” (regarding specification of conditions of distribution of radio and television as part of universal software service)”.
Thanks to this media group will now be able to demand from pay TV operators a fee for the broadcast channels in their networks (before cable companies were required in accordance with the TOS to stream them for free).
Media groups have already published their prices, but really, not all providers are willing to pay them. If they agree to the terms of telegrupp, the costs of providers will grow, and with them – and subscription fee for consumers.

Salaries for teachers and doctors
From 1 January 2017, the salaries of teachers will increase by two tariff level to 50%. This decision was made by the Cabinet of Ministers of Ukraine.
Thus, the salary of a teacher of the highest category, which does not relate to the 12-th and 14-th digit, from 1 January will be from 5266 6841 UAH to UAH. Teachers without a category will receive 3960 from UAH to UAH 4853.
Besides, increase doctors ‘ salaries by 30%. Other state employees getting a raise in the amount of up to 30%.
Students without scholarships
This is probably one of the most discussed and controversial innovations of 2017. From January 1, 2017, significantly reduced the number of recipients of scholarships, but the scholarship amount will grow. Now students receive a minimum of 840 UAH, then the New year will get 1 100 UAH (and increased scholarship will amount to 1 600 UAH, that is, as cost of living).
But now help from the state will receive a maximum of 40% of the students (according to the rating system), not two thirds, as now. In addition, the Finance Ministry insists that until 2019 to gradually reduce the number of beneficiaries to 15%.
