The foreign Ministry has published the full text of the closing statement by Ukraine’s representative at the court in the Hague

The Ministry of foreign Affairs of Ukraine published the final statement of the Deputy head of the Agency Elena zerkal at the hearings in the International Court of justice in the Hague, during which discusses the claim of Ukraine to Russia.

Here is the full text of the statement:

“Mr. President, distinguished members of the high Court, I have the honor to announce the final statement and conclusions of the petition of Ukraine on the application of provisional measures.

In the course of the hearings of Ukraine amply demonstrates that the current situation in our country remains fragile and requires urgent legal action and the intervention of this Court regarding the protection of the Ukrainian people. Ukraine is now before this honorable Court, hoping for the adoption of measures of protection in order to stop the ongoing financing of terrorism and cultural destruction, the Russian Federation.

The Russian Federation’s support of illegal armed groups in Eastern Ukraine and the illegal occupation of the Autonomous Republic of Crimea and city of Sevastopol has already led to irreparable harm to the Ukrainian people, including thousands of civilian casualties and nearly two million internally displaced persons.

These unjust suffering that afflict the people of Ukraine, demand accountability in accordance with international law, but this issue will be the subject of separate consideration.

Mr. President, distinguished members of the Court, my country today stands before this Court and calls for his immediate assistance not to address numerous claims of Ukraine to the Russian Federation in connection with the daring violations of international law, but in order to impose immediate measures of protection for thousands, if not millions of innocent people and to provide essential protection for all Ukrainian citizens in the East of Ukraine and Crimea.

The civilian population of Ukraine, particularly Eastern Ukraine and Crimea, is extremely vulnerable and require immediate protection by this Court.

The situation in Eastern Ukraine remains volatile and is constantly changing. The conflict in the region continues for more than three years, during which there have been numerous acts of terrorism against civilians. in the absence of the necessary precautions there is a risk that civilians will continue to suffer from violence of terrorists.

In Crimea, the ongoing policy of cultural destruction and discrimination, implemented by the Russian Federation, remains the same ruthless. Crimean Tatars and ethnic Ukrainians continue to suffer rights violations and restrictions. In the absence of the necessary precautions there is a risk that these vulnerable groups continue to suffer from acts of discrimination, and that the Russian policy of destroying their cultural identity reaches its goal.

In connection with the real and imminent threat to the citizens of Ukraine, Ukraine appealed to this Court to provide assistance in the form of introducing safety measures to protect the rights of Ukraine and its citizens.

With regard to the Convention for the suppression of the financing of terrorism, Ukraine requests the court to apply the following provisional measures:

a) the Russian Federation shall refrain from any action that may worsen the condition of the consideration or to extend the terms of the dispute (the International Court of justice) in the framework of the Convention for the suppression of the financing of terrorism, or complicate making a decision in this dispute.

b) the Russian Federation shall exercise proper control over its borders to prevent further terrorist financing, including the supply of weapons from the territory of the Russian Federation on the territory of Ukraine.

c) the Russian Federation should stop and prevent all transfers from the territory of the Russian Federation and the supply of weapons, vehicles, equipment, and training groups that participate in terrorist acts against the civilian population in Ukraine, or those, on which the Russian Federation it is known that they can participate in terrorist acts in the future, including, but not limited to “DNR”, “LNR”, a group of “Kharkov partisans” and related groups and individuals.

d) the Russian Federation should take all the dependent measures to any groups that operate in Ukraine and previously received from the Russian Federation cash, weapons, vehicles, equipment and training, in the future, refrain from performing terrorist acts against the civilian population in Ukraine.”

Concerning the Convention on the elimination of all forms of racial discrimination, Ukraine requests the court to adopt interim measures requiring the Russian Federation:

a) to refrain from any action which might aggravate or extend the dispute regarding the violation of this Convention or make the case more difficult to resolve;

b) to refrain from any acts of racial discrimination against persons, groups or institutions in the territory, which is under the control of Russia, including the Crimean Peninsula;

c) to stop the action and refrain from the further struggle against the Crimean Tatar people in the political and cultural spheres, including to suspend the decree about a ban of the Mejlis of the Crimean Tatar people and to abandon the implementation of this decree and similar measures during the pendency of this case.

d) to take all necessary measures to stop the disappearance of the Crimean Tatars, and to immediately investigate the disappearances that have already occurred;

e) cease and desist from the further struggle against ethnic Ukrainians in the Crimea in the sphere of politics and culture, including the suspension of restrictions on education in the Ukrainian language, to respect the right to education in the Ukrainian language, while this case is pending”.
