The program determines main priorities, goals, programs and development projects of the Odessa region, the mechanisms for their implementation and expected results.
“Smart region” is an innovative change that my team and I have already started to implement. It takes into account the competitive advantages of the region and involves close collaboration with local authorities, community and business representatives. We expect the maximum involvement in the process of its implementation representatives of all stakeholder groups who really care about the development of Odessa region. Enough work for everyone,” said Stepanov, speaking during the presentation.
The strategic plan of the Odessa regional state administration Chairman set out the main strategic objectives of its activities on the post for the next 2 years. So, the category of “Smart and open governance” provides for the modernization of the system control region, integration of electronic services and innovative models of communication, as well as specific steps to accomplish these tasks.
The solution of the problem of increase of competitiveness of economy of Region the author of the program is the creation of a national logistics hub in the territory of the Odessa region, the increase in freight and passenger transportation, as well as the creation in the Odessa region tourism cluster. An important role in the plan is also given to the development of the agricultural sector of Odessa region and the transition from predominantly primary agricultural production to create finished products with high added value and attraction of investments in the economy of the region and development of small and medium-sized businesses.
One of the key directions of development of the region Stepanov also considers the development of self-government and strengthening the role of communities and citizens in solving local problems.
According to the Strategic action plan, special attention the Governor of Odessa region intends to pay security in the region, to improve the quality of education and health, preservation of ecology of area, as well as energy efficiency and use of renewable energy sources.
The Chairman of the Odessa regional state administration stressed that the purpose of the monitoring and control of implementation of the action plan and to ensure the transparency of the actions of the authorities have developed clear indicators (KPIs) within each priority.
“We set ourselves very ambitious goals and objectives. To achieve them, you first need to upgrade the control system of the region, because only a modern, efficient model management will allow us to convert our efforts into a specific result and will ensure the sustainable development of the region’s economy and local self-government”, – said Stepanov.
