The EU previously harshly criticized the changes to the e-Declaration, which was approved by the parliamentary Committee

The parliamentary Committee on preventing and combating corruption adopted amendments to the legislation, that want to oblige to publish an electronic Declaration of income of the editors, owners, media and representatives of public organizations involved in anti-corruption activities.

However, the changes proposed by the people’s Deputy from “popular front” and former journalist Tatiana Chornovol also stipulate that the e-Declaration must be submitted by all counterparties public associations that receive money from international technical assistance programmes, aimed at combating corruption. That is, e-Declaration will have to give the owners of rented offices, cleaners, drivers, owners of food establishments. These individuals will need to report their income on a par with civil servants.

Experts warn that this practice will lead to the fact that counterparties will simply refuse to cooperate with anti-corruption.

The initiative of e-Declaration in the autumn of last year have criticised the EU delegation in Ukraine.

“Ukraine has achieved success with e-statements! But bill No. 5318 contrary to this achievement, the anti-corruption NOO ≠ officials”, – was said then in the message.

#Ukraine has achieved success in e-declarations! But bill No. 5318 contrary to this achievement, the anti-corruption NOO ≠ officials.

The EU delegation said that the electronic Declaration should apply only to public servants or persons performing the functions of the state. The parliamentary coalition then listened to international partners and refused to vote for this bill. Now the document again, I want to give to the vote.

We will remind, earlier the President of Ukraine Petro Poroshenko suggested the Verkhovna Rada to abolish the requirement for the submission of electronic Declaration mobilized the military and the contractors in connection with the necessity of their presence in the places of service. The next day the idea was supported by deputies of the Verkhovna Rada.
