Blind from Kiev to sue subway over the fact that he was not allowed with a guide dog

In Kiev there was a scandal because of the fact that the staff subway forbidden to the man with visual impairment to go through the turnstile with his dog. Supposedly this is not allowed by the rules. Now Kiev is going to sue against subway, says the story TSN.19.30.
