The monetization of subsidies will be introduced only after three to four years – Reva
The system of monetization of subsidies for payment of housing and communal services in Ukraine will start only after three to four years. Although promised to do it after the end of the heating season the period of 2016-2017 years.
About the new timing of the introduction of the monetization of subsidies, said the Minister of social policy Andrei Reva, UNIAN reports.
“In our reality, I believe this (monetization of subsidies for the population) can be in three or four years,” said Reva.
The Minister is justified, saying that, at this stage, the government will be difficult to ensure the prompt opening of 7 million Bank accounts to monetize grantees. In addition, given the high prices for housing and communal services in relation to incomes, the government will be extremely difficult to monitor the proper use by citizens funds obtained through monetization.
We will remind, on March 20, the Vice Prime Minister, Minister of regional development, construction and housing and communal services Gennady Zubko said that the monetization of subsidies for communal services will be conducted in two stages: first – at the level of enterprises providing services, the second – level consumers of these services.
In a public statement on 4 April the text of the Memorandum on cooperation of Ukraine with the IMF the government has committed up to September 2017 to carry out the monetization of subsidies for payment for housing and communal services at the level of the utility companies.
According to the Ministry of social policy, the program of housing subsidies in the current heating season the period of 2016-2017 years have used 7.4 million families.
