Undermining patrol of the OSCE SMM in non-government controlled part of the Luhansk region on April 23 was not an accident.

He noted that on 23 April at 11.20 a team of two armored vehicles and six observers came back along a route that passed the day before, one of the vehicles ran over an explosive device on the road, which was passed two hours before.
“It worked, probably mine. A car weighing 4.5 tons was thrown to 7 meters from the blast, and it caught fire and was completely destroyed. Two observers survived, Joseph – no. What happened was not an accident, and the effect of the weapons, which were never meant to be,” said hug and stressed that the incident to blame those “who promises not to lay there the explosives.”
“The participants of the Minsk process promised to withdraw the mines and lay the new. The investigation continues, a number of organizations are studying the circumstances of the accident, the CMM conducts the internal assessment,” he said.
