Turchynov hopes for the introduction in Parliament of the law on de-occupation of Donbass in September
The Secretary of the Council of national security and defense Oleksandr Turchynov hopes for the introduction in Parliament of the law on de-occupation of Donbass in September.
He said this following the meeting of the NSDC.
In particular, he said that the law “On peculiarities of the state policy of restoration of the state sovereignty of Ukraine on the temporarily occupied territory of Donetsk and Lugansk regions” has been developed by NSDC with specialists, experts and deputies.
Turchinov stressed that the document is ready, but there is the decision of the President of Petro Poroshenko, which is implemented on the meeting of the Council on consultation regarding the law with the countries-participants of the “Normandy format” and NATO partners.
Turchynov added that this Commission has already received the foreign Ministry and the presidential Administration.
“I hope that after consultation, in early September the law will be introduced in Parliament. It is clear that this week is the last session and technologically impossible for her to consider first and second readings this law, which I think is very important for the security of our country,” he said.
We will remind, paruby announced the main principles of the draft law on de-occupation of Donbass. The draft law on de-occupation of certain regions of Donetsk and Luhansk regions, will allow to use all branches of the military without restriction of democratic procedures and recognizes areas ORDA occupied.
In his opinion, this will help to create a legal framework which would allow to use all power units without limitations of democratic procedures.
According to Parubiy, the establishment of a single operational headquarters, which must control not only of all military units, law enforcement, the security sector, and local civil-military administrations.
