In “Ukravtodor” told the details of construction of the first two toll roads
At the end of 2017 “Ukravtodor” wants to announce tenders for the construction of the first two toll roads – from Krakivets (near Polish border) to the city and of White Church in Kiev.
Roads in the concession – a kind of rent for 49 years, private companies will charge a fee for the fare, will be responsible for the repair of roads and infrastructure. And then these roads will become the property of the state.
“When you do something for the first time, it is always in a certain way experiment. And it will definitely be an experiment for Ukraine. But I am sure that we need to move this way. For the EU, such practices are normal, although, thanks to the EU funds, many European countries have managed to build a new public road and highway. But in Ukraine, where funds for the construction of a significant number of public roads are not, you should consider to build a concession road. I think that before the end of this year we will be able to announce just two of the competition for the construction of concession roads,” – said the head of “Ukravtodor” Slawomir Nowak in an interview with Deutsche Welle.
The concession is one of the ways of financing the construction of new roads. Other funds that will flow to the Road Fund.
“One of the biggest successes for Ukraine is the basis of the Road Fund, which will launch on January 1. He needs to answer the question of where to find necessary for the Ukrainian roads money. Next year it will go only about 50% of excise duty on fuel, a year – 75%, and in 2020 – 100%. Yes, and this is not enough and we need additional sources of funding. One of them needs to be fines from overloaded trucks and speeding drivers, which will be fixed with the help of automatic cameras,” said Novak.
Another source of financing separate collection trucks.
“For this, I would like to build in Ukraine a so-called intelligent transportation system, or Inteligent Transport System (ITS). In its framework we want to introduce automatic controls for speed and weight, automatic collection of information regarding traffic and automatic fare collection system on toll roads. This year we want to start building a system based on pilot projects – international donors are ready to allocate funds for them. This system will eventually submit to the “Ukravtodor” will not depend on other agencies and will be fully automatic, which will also help to fight corruption”, – assured the official.
The head of “Ukravtodor” also believes that his salary in 100 thousand hryvnias is “not very much”.
