In Ukraine will create a registry of credit to debtors of banks. What this means
From 1 April this year in Ukraine should become centralized credit the registry of the national Bank, which will make data on the customers of banks who have debts in excess of 100 minimum wages (372,3 thousand UAH) in front of one financial institution.
The relevant law adopted by the Verkhovna Rada of 226 votes, reports “Interfax-Ukraine”. The document also provides for improved management of credit registers banks.
The adoption of this law was one of the conditions of Ukraine’s cooperation with the International monetary Fund and the European Union.
From 1 April 2018, banks (Deposit guarantee Fund of natural persons – from 1 July 2018) will be required to provide information to the credit register of the NBU. Subsequently, they also lay a duty to inform the client about such a transfer, which, in turn, will have the right of access to information about themselves in the credit registry and the right to require changes to it in case of disagreement with its contents.
Depending on the amount of debt of the borrower to the Bank, the national Bank shall be free to provide banks with information from the credit registry. It is assumed that banks will have to take this information into account during assessment of the client with 2019.
“The essence of the bill is that in order for the banking market, the credit market was more accessible, more transparent banking secrecy, the national Bank’s credit registry, which is now being created, will have the right to transfer to another Bank. In order not to break the business credit bureaus (loans payable), up to 100 times the minimum wage has restricted transfer of information in the form of trade secrets from one Bank to another”, – said the Deputy of the faction “Block of Petro Poroshenko,” Deputy Chairman of the parliamentary Committee on financial policy and banking Ruslan Demchak.
As of September 2017, according to the NBU, non-performing loans of the corporate sector belong to 174 billion of loans, “PrivatBank”, 3.8 billion of loans associated with banks individuals 254,8 billion UAH of loans to other legal entities (of which 82% are loans to 20 of the groups of companies).
