Russia is not part of the Assembly in protest against the sanctions.

Russia will refuse to implement the decision PACE, even in the case of returning to the Assembly.

Later, however, the standing Committee of the parliamentary Assembly of the Council of Europe refused to hold a debate on the return of the Russian Federation in the part of PACE.
