Russia is not part of the Assembly in protest against the sanctions.
Russia will refuse to implement the decision PACE, even in the case of returning to the Assembly.
This was stated by the Deputy of the state Duma of Russia, Chairman of the Committee on foreign Affairs Leonid Slutsky, reports European truth.

As noted, the Russian delegation is absent in the Assembly, because not filed in Strasbourg a personal part in protest against the sanctions. However, the Russian delegates are invited to participate in a special Committee, which is considering lifting sanctions against the Russian Federation, as well as her return to work in PACE.
This time the Russian side at the meeting is Slutsky. Before the meeting, he briefly answered the question of journalists about when the Federation will begin the implementation of the sanctions: “Never.”

Such amendments parliamentarians have made to the document “state Of emergency” governing the enforcement of the European Convention on human rights. In this resolution PACE also reiterated its condemnation of the Russian aggression against Ukraine, and pointed to the violation of international law and the principles of the Council of Europe. Changes adopted almost unanimously a hundred votes.

Recall that in December last year, the speaker of the Federation Council of Russia Valentina Matvienko said that Russia should return to the parliamentary Assembly of the Council of Europe, because it is supposedly necessary for both parties.
As you know, Russia was deprived of voting rights in Parlamentskoi Assembly of the Council of Europe in 2014 after Russia suspended cooperation with PACE, refusing to pay contributions to the budget of the organization.
In November last year at the PACE I wanted to hold a debate on lifting of Russia sanctions and the resumption of participation of the Russian delegation in the Assembly. Later, however, the standing Committee of the parliamentary Assembly of the Council of Europe refused to hold a debate on the return of the Russian Federation in the part of PACE.
