Most of the inhabitants of the occupied territories want to live in Ukraine.
The Minister of internal Affairs Arsen Avakov presented the strategy of reintegration and de-occupation of Donbass.
This is stated on the Agency’s website.
In his words, “the mechanism of gradual steps” is one of the options to solve the situation in a peacekeeping mission.
He explained this strategy on the example of the city Gorlovka. “For example, from the city of Gorlovka, displays all the bands, to come across Ukrainian border guards together with peacekeepers, be on the border of the district, and a representative of justice of Ukraine”, – said Avakov.

After that, according to the Minister, the representative of justice announces Ukrainian law the elections to the local councils. “No elections under the gun, only the presence of the blue helmets and the Ukrainian police forces,” – said the politician.
Then begins the second phase – restoring the quality of life in the occupied territories. The restoration of normal education, civil rights, documents, restoration of infrastructure. Arsen Avakov said that Ukraine will return to site immediately to resolve the issue of environmental disaster and humanitarian demining on the ground.

Avakov said that the strategy of reintegration and de-occupation of the Donbas is based on one simple thought – Ukrainian society understands that the occupied Donbas is Ukraine, its inhabitants are Ukrainians. “And we need to take care of this, not to wall itself off,” said the Minister. He said that 60% of people in the occupied territories want to live in Ukraine. In addition, 20% – I’m afraid of the transition, and another 20% want to Russia.
Earlier Avakov told how to punish collaborators after the de-occupation of Donbass. The Minister believes that the law must be taken before liberation of the occupied territories. “Collaboration cannot be left without punishment. But the punishment must be selective and multiple levels”, – said Avakov.
