Parliament extended the special status ORDO
Today, October 6, the Verkhovna Rada voted for the bill 7164 “On creation of necessary conditions for the peaceful settlement of the situation in certain districts of Donetsk and Lugansk regions”.
Voted for the bill 229 of 337 deputies registered in the session hall.
The initiator of the bill was Petro Poroshenko. In particular, it was proposed to amend Article 1 of the law of Ukraine “On special order of local government in certain districts of Donetsk and Lugansk regions”.

According to this Law temporarily for a period that ends one year from the date of entry into force of the Law of Ukraine “On creation of necessary conditions for peaceful settlement of the situation in certain districts of Donetsk and Lugansk regions”, introduced a special procedure of local self-government in certain districts of Donetsk and Lugansk regions , which include districts, cities, towns, villages, shall be determined by decision of the Parliament.
The law establishes that the special order of local government in certain districts of Donetsk and Lugansk regions shall enter into force only after all the conditions set out in article 10 of the law, in particular concerning the withdrawal of all illegal armed groups, military equipment and militants and mercenaries from the territory of Ukraine.

Note that in article 10 the conditions for holding early elections of deputies of district, city, district, urban, village, rural councils, rural, town and city mayors in some districts of Donetsk and Lugansk regions. In the article that elections must be held with the participation in the observation of elections by international impartial observers, in particular the Office for democratic institutions and human rights OSCE, the Congress of local and regional authorities of the Council of Europe, other international organizations and foreign States as well as other official observers .
Also must be guarantees of free expression and secret ballot, the electoral rights of internally displaced persons who were forced to leave the place of residence in certain districts of Donetsk and Lugansk regions; transparent counting of votes and establishing outcomes of voting and results of local elections.
We will remind, today’s meeting of the Verkhovna Rada began with a slight delay. There again was considered a presidential bill on de-occupation of Donbass. The place of the Bureau was surrounded by deputies from “Blok Petro Poroshenko”, the MPs from other factions and non-faction not disrupted the meeting. Paruby put the bill to a vote. At this time, near the podium began skirmishing deputies. The vote was held – 233 votes in favour, the bill adopted. It deleted the mention of the Minsk agreements.
