2016 was the year not only political upheaval but also the beginning of judicial reform and fight against corruption.

2016 year has been full of important political changes. Among them was the collapse of the coalition, a new government headed by Groisman and the real beginning of the fight against corruption – e-Declaration.

Summing up the year, Dnia I remembered the events in Ukrainian politics that will be forever enshrined in the history of our nation and to influence the future development of the country.

The collapse of the coalition and the new government Volodymyr Groisman

Talk about the collapse of the coalition was conducted almost from the very beginning of its creation.

The Union of political forces of the Verkhovna Rada of the 8th convocation was established 27 Nov 2014 and is called “European Ukraine”. It includes the Block Petro Poroshenko, of the “Batkivshchyna”, people’s front, Radical party of Oleh Liashko and “samopomich” Union. In General, the coalition consisted of 302 deputies, so it was most effective to vote the necessary laws.

Later, however, as a result of internal political struggle, the coalition has slightly decreased. Oleg Lyashko has repeatedly criticized the BPP and the President, threatening his inevitable impeachment, as well as the release of the Radical party from the coalition. In the end its threats to exit Lyashko implemented September 1, 2015. The last straw for him was the approval by Parliament of the controversial amendments to the Constitution in terms of decentralization.

The newly appointed speaker Andriy Parubiy says the coalition in the Parliament is, and it will work. How many people now have in the parliamentary majority, the Chairman of BP said in the talk show “Right to rule”.

The coalition was reduced to 281 members of Parliament, however, still maintained a majority. It was not until the early winter of 2016. February 16 took place the first attempt to dismiss the Cabinet of Ministers Arseniy Yatsenyuk, in an address which sounded a lot of criticism. MPs voted for the recognition of the government’s work unsatisfactory, however, the resignation failed.

17 Feb faction of the “Batkivschyna” and “Samopomich” in protest boycotted the meeting of the Parliament. On the same day of the “Batkivschyna” announced the withdrawal from the coalition. February 18, her example was followed by the faction “Samopomich”. The coalition has lost the majority and actually collapsed.

After the failed vote for the resignation of the government were immune to the fall. All these political forces tried to agree on new candidates for the posts of Prime Minister and Ministers.

In particular, the chair of the head of the Cabinet of Ministers predicted Natalie Jaresko, who at the time was Finance Minister. However, according to rumors, she didn’t want to go into any agreement with political forces. The most unacceptable to the old regime was its list of proposed members of the government. 70% of the names in it of an unknown managers from various foundations and corporations, said political consultant Taras Berezovets, citing its own sources. On this the deputies were not ready to go. In fact, this meant the transfer of control of government in them by unknown hands.

Therefore, the PPB proposed another candidate – Vladimir Groisman, who at the time was speaker of the Parliament. It was ready to go and Yatsenyuk, who was not going to just give up his seat. They say that with its Help, it would be easier to negotiate.

Then the media wrote that Yatsenyuk wants to keep in the new government, interior Minister Arsen Avakov and justice Minister Pavel Petrenko, the Ministry of education promotes the Lily Grinevich, and the speaker of BP – Parubiy. We can say that the plan a maximum of former Prime Minister fulfilled.

Having defined the candidates in the future government, 10 APR Yatsenyuk voluntarily resigned. “The political crisis is artificial. The desire to change one person blinded politicians, the process of change of government turned into a crazy running in place”, – he wrote then on Twitter.

Nevertheless, 14 APR MPs voted for the new composition of the Cabinet under the leadership of Groisman.

Lutsenko, the Prosecutor General

The General prosecution is one of the most problematic law enforcement bodies of Ukraine. Hopes on the reform of the GPU is not justified. Its leader, Viktor Shokin, the experts called by the head of an evil Corporation, which operates a mutual responsibility. Its working methods Shokin clearly demonstrated during the scandal with the detention of “diamond prosecutors”.

For the resignation Shokin held rallies, MPs have repeatedly urged the President to appoint a new Prosecutor General. Therefore, the chair under Shokin swayed for a long time. In the end his resignation was solved simultaneously with the change of government.

February 16, Poroshenko called Shokin to resign and several days later made a proposal to the vote of Parliament. The draft resolution was registered on 22 February, but the vote was pulled by another month – until March 29.

In April it became known that with the redeployment of posts during the upgrade of the government, the chair of the attorney General it was decided to give Yuri Lutsenko, who at the time was the head of the BPP in Parliament.

Repeatedly stressed that such a political figure, will protect the authority from political influence. The President, Prime Minister, the speaker and the leadership of law enforcement agencies – not for the first time if many high-ranking officials at the same time came to the presentation of the new Prosecutor General. Yury Mironov has promised to work fairly and quickly. In passing, recalled that when he headed the interior Ministry, broke up there the entire apparatus.

His candidacy received a lot of criticism. First, experts suspect that Lutsenko as the person of the President will use his powers in the interests of Poroshenko. And secondly, the MP was not even of legal education that was one of the conditions of appointment of the General Prosecutor of Ukraine.

Nevertheless, on may 12, the Verkhovna Rada adopted the so-called “personal law Lutsenko,” – amendments to the law “On Prosecutor’s office”, which allows you to become attorney General, a person without a legal education and relevant work experience. After such changes, experts noted that the attorney General can become even cleaner.

Hit the speed of adoption of the bill. The document was registered in the Verkhovna Rada on 11 may and in one day passed all necessary instances. May 12, the bill was supported by 258 deputies, signed by speaker Andrew Paruby, President Petro Poroshenko and published in the special issue of “voice of Ukraine”, after which he immediately entered into force.

Meanwhile in the Parliament was registered a draft resolution of authorship Poroshenko on the appointment of Yuriy Lutsenko to the Prosecutor General of Ukraine. And hot after the President’s speech in Parliament, the proposal was supported by 264 people’s deputies.

Two days on the bill – record speed for MPs. Usually the promotion of legislation, especially those required for reforming the country, takes them much more time. Parliament has shown that it can work effectively, but question the quality of her work remains open.

Free Hope

Ukrainian pilots Hope Savchenko almost two years spent in the thrall of the Russian Federation, experiencing the so-called trial.

The Russian leadership blamed her for the death of Russian journalists in the occupied territory of Luhansk region, after which she allegedly crossed the Russian border illegally and without documents, and from there it was detained by militiamen. Although in reality the Hope was seized by terrorists and transferred to the hands of FSB officers, who already took her to Russia.

Despite obvious evidence of innocence Hopes (there is a video proving that Savchenko was captured before the journalists have been murdered), the Russian side continued to hold her in jail, trading with Ukraine for the return of the captive.

Almost all of the time Hope was on hunger strike in protest against the sham trial of her, which almost led to the death of Ukrainian captive.

At the same time, in Russia understand that they do not need the death Savchenko, whose shape were heroes during his lifetime. So in the end the result of political agreements at the highest level Savchenko released 25 may 2016. But before a Russian court sentenced her to 22 years in prison and 30 thousand rubles fine for illegal border crossing.

Former lawyer Savchenko: I don’t believe that she recruited

The former defender of the people’s Deputy from the “Fatherland” Ilya Novikov said he did not believe that his former client recruited in the same way as talking about it. However, he noted that Savchenko has a very peculiar perception of the world and what she does – that’s what she thinks is important.

On the return of Savchenko to life and work in Ukraine (during her detention, she was elected to Parliament on the VO list “Batkivshchyna”), its rhetoric towards Russia has changed. First she talked about the need to extend sanctions against Russia, then the sanctions should be gradually removed, and supposedly, she’s ready to deal with Zakharchenko and Carpentry as members of “DNR” and “LNR”.

It is noteworthy that this development for a few months before the release of Savchenko foresaw the Ukrainian writer Oksana Zabuzhko. She spent analogy with the Soviet political prisoner Valentyn Moroz, behavior and personality which after being tortured in the Soviet spetsklinike and camps has changed dramatically. Zabuzhko explained that the influence of information fields, medicine and other methods that are now classified. At the same time, this opinion is not shared by all.

Hope was a great support among Ukrainians during his imprisonment, which was reduced after the start of its work in Ukraine. However, Savchenko is still refusing the idea of becoming the President of Ukraine.

Bezviz

One of the leading topics 2016 began work on introducing a visa-free regime with the European Union, which Ukraine started 25 years ago, from the time of the Declaration of independence.

The path of European integration and the liberalization of the visa regime, was delayed due to stormy political events in Ukraine. In addition, in the EU legislative process is slow and layered. Despite numerous obstacles, this year Ukraine seems to be on the homestretch with bezveza.

20 April 2016, the European Commission made a political decision to include Ukraine in the list of countries whose citizens have the right to visit the member countries of the Schengen zone for a period not exceeding 90 days.

On 26 September the European Parliament’s Committee on civil liberties supported the granting Ukraine visa-free regime.

On 17 November, the ambassadors of the European Union composition of the panel of permanent representatives gave the green light to the EU Council to start negotiations with the European Parliament and the European Commission on bezveza in Ukraine.

21-24 November in Brussels hosted the summit Ukraine-EU Ukrainian politicians were hoping to get a specific date when the decision on visa-free regime for the Ukrainian will be accepted. However, in vain.

At this stage, the process is complicated by the migration crisis in the EU. Some countries-EU members have begun to Express doubts about granting any permission to cross their borders in simplified conditions prior to the adoption of procedures for responding to migration risks.

At the moment the document has been developed. MEPs should vote in plenary meeting in February 2017, after which it is approved by the EU Council. And then the road of Ukraine to bezveze will be free. According to the procedure, it also needs to vote to approve the European Parliament and the EU Council.

After its publication in the “Official journal of the EU”, it will enter into force on the 21st day. Also some time will be needed for the technical implementation of the mechanisms of bizwise.

The fight against corruption and e-Declaration

All of 2016 was held under the slogan of struggle against corruption, because it was one of the conditions for granting Ukraine a visa-free regime. To do this, Ukraine needs to actually make previously created anti-corruption bodies – the National anti-corruption Bureau (NAB), Specialized anti-corruption Prosecutor’s office (SAP) and Naciente on corruption prevention (NACP).

Among the functions of NABU – investigation of “elite corruption”, that is, actions of senior officials. The office was created by order of the President on 16 April 2015, however, to demonstrate the real results could only this year, because for the full operation required Specialized anti-corruption Prosecutor’s office, whose employees have to supervise open detectives NABU Affairs and to represent the prosecution in court.

SAP as an independent unit in the structure of the GPU was created by the order of Prosecutor General Viktor Shokin at the end of September 2015. A few months after a long and controversial contest was submitted to the President, the head of the Sapa – Nazar Golodnitsky.

Thus in 2016 the anti-corruption bodies have to show the result. According to the report of the Director of NABU Artem Sytnik, which he published in August, detectives under the supervision of Sapa investigated nearly 200 cases of corruption. For six months the court was transferred to the materials of 24 criminal proceedings, and the state reimbursed UAH 45 million.

NABOO

However, the detectives NAB has met with criticism and even resistance. So, the deputies were accused rush that NABOO has not opened any proceedings against the former regionals. And in early August between the NABOO and the GPU sparked significant controversy. It all started with the attempts of investigators of the PGO to conduct a search of the building Bureau. The head of the NAB stated that the attorney General warned him about the necessity of access to the materials, but not on the search.

Few weeks the conflict between the GPU and NABOO has been developed. On August 15, the NEB stated that on August 12 during the undercover investigation, employees of the GPU was illegally kidnapped and brought two technical staff of the NAB in the premises of the Prosecutor General’s office, where he was questioned for 11 hours. The GPU, in turn, claim that the representatives of NABOO beat three of its employees.

Each party now has to juggle a legal argument, proving the illegality of the actions of opponents. In this case there are a lot of procedural detail. Decide to transfer the investigation of the incident in the SBU in order to ensure the independence of the investigation. At the briefing, the President Sytnik shake hands – show journalists the war is over, but the investigation may last for two or three months.

Later Sytnik together with Lutsenko gave a joint press-conference on which has assured that the investigation of the incident will be engaged in third party security service and SAP.

Another on the fight against corruption – National Agency for prevention of corruption. NACP is a Central Executive authority with special status, which provides forming and implements the state anti-corruption policy.

NACP was established last year, however, the actual structure has earned in 2016. Its main task was the introduction of system of electronic declaring of incomes of officials developed by the United Nations development Programme (UNDP).

But here, everything was not smooth. Problems arose with the very online register of declarations. The state service for special communications and information protection announced the failure in the certification system of information security of the registry. Since mid-August the system was launched in test mode with no attestation of the State.

After all, e-declarations, the Ukrainians expect the corresponding struggle with the total wealth of the official. But while the fighters against corruption are not officially checked, neither one electronic Declaration. How the new anti-corruption structure and why they do not see clearly “their” customers? Learned the Secret material.

The system has been criticised by MPs. In particular, Anton Gerashchenko and Ivan Vinnik made a statement about the hacking of the Declaration system, and showed screenshots of filling of the Declaration on behalf of another person – the member of Ruslana Nazka Ryaboshapko. However, the experts found that the “hacking” occurred with participation of officials of state enterprise “Ukrainian special systems”, subordinate to the State.

Despite the opposition of innovation, the President has ordered to start the system of electronic Declaration in September, which was done. From that moment on officials holding important and critical positions (President, Ministers, deputies, judges, prosecutors, heads of regional and district administrations and the police) had 60 days – until October 30 to submit the Declaration. In case of failure of the Declaration to the official face liability.

In case of discrepancy between declared and real incomes also comes the responsibility – administrative (the discrepancy in the amount of from 100 to 250 times the minimum wage) or criminal (divergence above 250 times the minimum wage).

In Poland, parliamentarians, government officials and even the President received large salaries, but their condition is much more modest. About the estates and the money legislators can be found directly on the website of the Sejm. The declared cash, relics and temples of the Ukrainian legislators in the poles cause a shock.

It should be noted that Ukrainians were shocked by these revenue officials. However, their authenticity remains to be verified. Verification of income is the next phase of the NACP, which it will conduct jointly with the NABU. For this NACP approved the relevant order. However, the documents did not satisfy the justice due to the lack of clearly defined principles of inspection.

However, because of deficiencies in documents, the process is not in place. The results of verification of declarations of half of the deputies were detected 28 offenders who have indicated not all the property. 11 earned money illegally combining positions. However, the names of violators of do not call, referring to the presumption of innocence. At the moment we know about the first ten criminal proceedings that are open to the NEB on the facts of illicit enrichment, seven of them against people’s deputies.

The resignation of the Georgian team

For 2016 from office in Ukraine has left almost all of the Georgian team, who came to work in Ukraine after the revolution of dignity. They were called reformers and pinned high hopes on them. However, something went wrong and officials declared the resignation, while at high positions of the Georgians left only one Deputy Minister of justice Gia Getsadze.

Thus, the first group of reformers left David Sakvarelidze, who held the post of Deputy Prosecutor General and Prosecutor of the Odessa region. Sakvarelidze was engaged in a system of competitive recruitment of local prosecutors, which launched in the summer of 2015. According to him, such large-scale competition for prosecutors local level in Ukraine was never. However, during competition in the GPU has faced many challenges, including attempts by interested parties to promote “their” people to “juicy” posts.

Sakvarelidze also contributed to the scandalous affair of the “diamond of prosecutors” during which it came into confrontation with the public Prosecutor Victor Shokin and his supporters, who strongly opposed the idea of reforming the GPU. The result of this confrontation Sakvarelidze was Shokin dismissed by the order dated 29 March with the phrase “in connection with complaints from MPs”.

The following left Alexander Kvitashvili. The rector of the Tbilisi state University and former Minister of labour, health and social protection of Georgia received in the subordination of the Ukrainian Ministry of health.

Kvitashvili started the reorganization of the work of the Ministry with the dismissal of all heads of departments government departments. However, with the medical reform fared worse. The Minister periodically complained about the braking of reforms, particularly on the part of MPs. However, among his achievements – established system of procurement of medicines through international organizations, which allowed to save more than half. Kvitashvili was dismissed together with all the Yatsenyuk government in April.

As the Georgians say about Mikheil Saakashvili

The new head of the Odessa region Mikhail Saakashvili demonstrates how you need to act quickly. Having entered a new position only last Saturday, this week he has already dismissed five leaders of Paradise-administrations.

In may, the resignation of Ekaterina Zguladze, who was in Georgia several years he held the position of Deputy Minister of internal Affairs, Ukraine has received the corresponding position. In its asset – the creation of the National police of Ukraine, the reform and traffic police patrol, recruitment on a competitive basis and increase the salaries of new police

Zguladze called guardian angel and the guardian of the police reform in Ukraine. However, on 11 may 2016 became aware of her resignation. In the media expressed many versions of such a step from a conflict with Avakov before pregnancy FAC.

In November the resignation of two Georgians, who worked in the Odessa region – head of the Odessa regional state administration, Mikheil Saakashvili and the head of the Odessa police, Giorgi Lortkipanidze.

Former President of Georgia was appointed to the position of Chairman of the Odessa region in may 2015, and at once began active work, which was more focused on the camera than on achieving real results. According to experts of the Committee of voters of Ukraine, Saakashvili has not fulfilled most of its promises.

On 7 November he announced his resignation, accusing the President of Petro Poroshenko in the promotion of corruption. Later the former head of the Odessa regional state administration announced the creation of a new political force, which under his leadership will strive for the early parliamentary elections in Ukraine.

The same day Saakashvili resigned police General Giorgi Lortkipanidze, who during the presidency of Mikheil Deputy interior Minister of Georgia. Informing about the resignation, Lortkipanidze complained about the difficult staffing situation. According to him, after optimization of the regional Department was left without 40% of the personnel. Lortkipanidze said that has made considerable efforts to improve the situation, but they have not led to substantial progress.

A week later it became known about resignation of the head of national police Khatia Dekanoidze. According to her, the reason for the dismissal was great resistance to her work and political pressure.

Offshore scandal

One of the biggest shocks in the political life of Ukraine has become a world scandal, dubbed , Isolat.

3 April Panama company Mossack Fonseca “leaked” documents that were the basis for a high-profile international investigative journalism about the award-winning owners of large offshore. The leaked documents reveals the involvement of many world politicians, businessmen and famous people of different professions conceal huge sums of money in offshore companies.

Among fortuneately was spotted and Ukrainian politicians, particularly President Petro Poroshenko. The centre for the investigation of corruption and organized crime (OCCRP) published an article “Offshore tax maneuver of the President of Ukraine“, devoted to the machinations with the company Roshen, owned by Poroshenko.

Poroshenko was justified by the fact that they gave the company in trust and is not involved in the management. But lawyers for the President, in turn, assured that all the machinations of the company do not contradict the Ukrainian legislation. This does not exclude the fact that taxes from the sale of the company – if this ever happens – the Ukrainian economy will not get.

Also, in addition to the President, Isolate lit even a few tens of Ukrainians – the head of Odessa Gennady Trukhanov, the ex-Prime Minister Pavlo Lazarenko, owner Mohammad Zahoor, the sons of former Prime Minister Azarov and the regions of Ephraim.

Plan Shatun

23 October, the Ukrainian group of hackers CyberHunta released the documents, discovered in the hacked mail of Vladislav Surkov, the assistant to the Russian President Vladimir Putin. The hackers posted all the correspondence Surkov for the period of 2013-14. At the same time, the materials for the 2015-16 academic years, the hacktivists gave the intelligence agencies without disclosure because of the operational value of these documents.

However, among the old letters was a lot of interesting about Ukraine. There were plans to establish the Transcarpathian people’s Republicand the discussion of the project “new Russia”.

But most of all the fuss about the so-called plan of priority measures on destabilization socially-political life in Ukraine “the Rod”.

The main goal of this plan were defined as to discredit the government and trigger early parliamentary and presidential elections in Ukraine in order to came to power “managed” the political forces that will lead to “a radical change in the Ukrainian political regime.”

Law enforcement agencies have already started to learn: who is behind the rallies in the capital and if they have the aim, besides the usual protest to destabilize the situation in Ukraine with the so-called Kremlin plan “Rod”. This was reported by a member of the parliamentary Committee for security Affairs Arthur Gerasimov in the program “Right to rule”. Deputies are waiting for the results of the investigation, and as you build your version.

I wonder what it was all planned in the most difficult period for Ukrainians – November 2016 – March 2017. At this time, the level of outrage high utility payments among the population would be the highest.

Around this document, immediately began debate. The main issue was its authenticity. Some suspected that the merged documents are part of a plan by some political forces in Ukraine to discredit opponents.

However, the head of SBU Vasily Gritsak has confirmed that hackers obtained the e-mail Surkov coincide with data security, so the documents can be trusted. The interior Ministry also confirmed the authenticity of the correspondence of Putin’s assistant.

The Kremlin, in turn, denies the authenticity of the letters. Press Secretary of Russian President Dmitry Peskov said that marmots do not use e-mail.

And, by the way, despite the disclosure of the plan, it is already being implemented: political forces accuse each other of provocation, there is a loud criticism of the authorities in Kiev are paid “Maidan” with absurd claims, like “dollar at 8”, and aunts.

Tranche of the IMF

In September, Ukraine finally received a tranche of the IMF – another loan from the International monetary Fund has been waiting for more than a year and which was an act of trust to Ukraine.

However, experts expect income of $ 2.3 billion Instead, Ukraine has received only one billion. But this policy was happy.

Because the delay of the IMF gave a signal to other international institutions and donors that we have to wait before you give money. Therefore, during the year, the Ukrainian economy could cope without external infusions. Now received $ 1 billion in loan guarantees from the US, 600 million Euro macro-financial support from the EU and loans for the purchase of gas from European partners.

The September installment has become part of the lending program, which Ukraine agreed in the spring of 2015. According to her, IMF is 17.5 billion for 10 years, and Ukraine will be on a quarterly basis to repay debts.

Then the IMF Executive Board modified the Stand-by program for Ukraine on the Mechanism of expanded financing under which within four years, the Foundation has pledged a portion to provide credit to the state. In fact, Ukraine has received two tranches totaling $ 6.7 billion, accounting for only one-third promised.

Small, but progress – this was stated today by the Deputy Director of the European Department of the IMF Athanasios Arvanitis at his meeting with Volodymyr Groysman. The Prime Minister reported on the reforms that the government has done over the past year and a half. During this period of time, said the representative of the mission of the International monetary Fund, growth in the Ukrainian economy increased by almost 2%.

To obtain these loans the government had to fulfill a number of conditions stipulated in the agreement.

In particular, the Verkhovna Rada adopted laws that increased the efficiency of the national Bank, protection of deposits of citizens and facilitate their access to deposits in troubled banks, and most importantly – ordered civil servants to provide full information about their income and assets.

As a result, in March 2015, was transferred the first tranche of $ 5 billion. the loan was sent to the budgetary needs and the restoration of reserves. However, after the August transfer $ 1.7 billion that had gone to replenish reserves of the national Bank, the IMF suspended payments.

Among the probable causes called delay with the pension reform, as well as with the system of electronic Declaration of income. It is noteworthy that the positive decision of the IMF on the third tranche was made just after the start of the process of e-Declaration.

The third tranche of the money had to go not only to strengthen the hryvnia and replenish foreign exchange reserves, but also on reforms.

Judicial reform

In 2016 Ukraine finally launched the judicial reform, about which so much is said.

June 2, the Verkhovna Rada adopted new version of the law on judicial system and status of judges and upheld the bill on amendments to the Constitution in terms of justice, which open the way to changes in the judicial system of Ukraine.

First, there must be a new Supreme court with new structure and composition is of the highest specialcourt. Second, we provide mechanisms for the full upgrade of thousands of people in robes, dismissal under the simplified procedure and the impossibility of returning those who were eliminated. Third, weed out the can for not able to confirm the origin of their income and family. Moreover, to carry out continuous monitoring of the lifestyle of the judge. To evaluate the goodness of judge, except for the Higher qualification Commission will be a new body – the Public Council of virtue. Fifth, the laws provide for restriction of judicial immunity, and now is unlikely to repeat a situation like with the judge-the bribe taker, which was shot from the guards, and those had nothing to do with him because of judicial immunity.

Constitutional majority, 335 votes, the Parliament amended the basic law regarding the proceedings, and adopted the law with a number of major changes. The new courts will come into force in three months, from 1 September. Consequently, that resulted in more than two years of political statements and professional discussions, find out in the material TSN.

At the same time, the new law on the judicial system received a lot of criticism from lawyers. One of the main criticisms – it was taken in violation of the Constitution, because they had to vote on changes to the Basic law, and not Vice versa. Also, the new law does not completely eliminates political influence on the judicial system. And the creation of the new Supreme court is the highest specialized courts, the experts call a simple change of signs.

However, competitive positions is a fundamental breakthrough. Now comes the competition to 120 posts in the Supreme court. According to the Minister of justice Pavel Petrenko, the documents filed more than 1,400 applicants and most of them have never worked in the system.

Also the High Council of justice (HCJ) needs to be reorganized to the High Council of justice. By the way, he now, instead of Parliament, will give consent to the detention, arrest and dismissal of judges.

23 Sep Poroshenko submitted to the Verkhovna Rada a draft law on the High Council of justice. He was recognized as urgent, but as of December the bill passed its first reading only. For comparison it is worth Recalling, as a personal law Lutsenko, the deputies adopted in two days.

On the night of July 20, the attackers have secured the explosives on the underside of the car Sheremet directly under the driver’s seat, without penetration into the interior.
