Lutsenko explained the conflict of the GPU and the NEB: the Bureau has insufficient resources to investigate our Affairs
National anti-corruption Bureau does not have sufficient resources and opportunity to investigate all the things that he needs to transfer for investigation, the General Prosecutor’s office by law.
This is the reason of the conflict between the two institutions. In an interview with German magazine “Bild” said the head of GPU, Yury Lutsenko.
“The problem is that my institution is much more NABOO. I have 10 thousand employees, including 800 investigators. In NABU — 220 detectives. Together we are responsible for 150 thousand government officials, and currently, 1.2 million cases,” — said Lutsenko.

“What is the conflict with NABU? Financial criteria of abuse for referral of the case to NABOO is very low — from 30 thousand Euro. However, I must give the NABOO a ton of papers, which constitute the materials of the investigation. And there is only 220 investigators and 30 prosecutors. If I passed all the NABS just would not have survived,” — said the Prosecutor General.
Lutsenko also said that he intends to cooperate fully with the NAB and bring to court cases against all persons to NAB suspects of corruption.
“And this is confirmed by the practice. From my side there was not a single case when the Prosecutor General’s office refused to investigate the case at the request of NABOO,” said the head of the GPU.
According to Lutsenko, he was criticized not because they are not passed NABU individual case, but because it has brought charges against the judges and politicians that wanted to have an office, but could not for lack of staffing.
“My employees earn 20 times less than the detectives NAB. And when they catch a big fish, you usually tend to personally refer the case to the court below, at least, to an approving assessment. This is the conflict,” he explained.

According to Lutsenko, a solution is found. “We are now creating a joint group of investigation and joint prosecution. I offer them a deal, they argue, they want to investigate it or not. If you want to — will be required if there is no — no,” — said Lutsenko.
Thus, the attorney General called for amendments to the law on NABOO, in which he participated.
“We need to control NABOO, and to cooperate with him or even compete in the fight against corruption. So, we propose the creation of “audit monitoring” of the three people who should be in control of NABOO. Now being a real struggle over who will be these auditors. The NAB wants it to be his representatives, and the President and most of Parliament are committed, if it were a neutral person outside of NABOO. In this way we achieve a more objective control”, — summed up Lutsenko.

As you know, March 16, the Verkhovna Rada put on the agenda the question of selection of the auditor of the National anti-corruption Bureau — in the session hall did not have enough votes.
Earlier, the head of the anti-corruption Committee of the Parliament Yegor Sobolev is not allowed to consider on the Committee of a candidate for the office of the auditor NABOO Nigel brown, because he was “discovered manipulation of the document of the Parliament to promote Mr. brown.” Sobolev also accused brown of having links with the Russian oligarchs. 13 MPs to bypass the Chairman of the Committee met and voted for candidates.
Brown’s opponents say that with his help they want to replace him as Chairman of the NAB Artem Sytnik. Those who voted “for,” say the two approved candidates, except for the brown, and even the inspector General of the justice Department Robert Storch, which actually acts Sobolev.
It is noteworthy that the Pro-presidential faction “BPP” stands for the candidature of Nigel brown.
