Russia did not want to occupy all of Ukraine, and to bring to power a Moscow-friendly government – Volker

Russia failed to achieve its goals in the conflict in Eastern Ukraine. This opinion was expressed by the special representative of the USA concerning Ukraine Kurt Volker in an interview with Deutsche Welle, published on Wednesday, January 24.

In his opinion, “Russia hoped to bring to power a more friendly government in Kiev to keep Ukraine within its sphere of influence”, but it caused the opposite effect. “I believe that all ended in tragedy, as so many people have suffered as a result of this conflict. More than ten thousand people were killed and more than a million people were displaced, however, Russia’s objectives in Ukraine have achieved,” he stressed.

Volker believes that Russia does not intend to occupy the whole territory of Ukraine, and is pursuing more political goals – “to destabilize Ukraine, to influence the policy of Kiev and to try to drive a wedge between Ukraine and the West.”

Speaking about the situation in the Donbass, Walker emphasized that, “clearly, this is not a civil war.” According to him, the Russian-speaking people live in different regions of Ukraine, and between them there are conflicts and there is no discrimination. But the conflict has affected only one region. “Why? Because he started with a hybrid war, with small-scale invasion of Russia in Ukraine”, – said the representative of the United States.

The Minsk agreement is not “dead”

Answering the question of whether or not she died there, according to him, the Minsk agreement, Walker said: “No, the Minsk agreement is very important.” According to him, these agreements are instruments under which “Russia reiterates its commitment to restore the sovereignty and territorial integrity of Ukraine”. At the same time, according to Volcker, in Ukraine believe that the Minsk agreement has failed, because they did not lead to the end of the conflict.

In his opinion, while Russia denies its direct involvement in the conflict in Eastern Ukraine, the situation is resolved. Answering the question, not whether the actions of Russia that the sanctions against her are not working, Walker said: “I wouldn’t say that. I would say that they didn’t work, but this is different. I think that in Russia many are aware that sanctions have a negative impact on their country. And will affect even more if restrictive measures will be to renew”.
